At the close of sitting on 13 August the Inspector held over the close of the inquiry until documents (due in by 5 September) on a number of matters, details of which are given towards the end of the transcript for 13 August, are submitted. If those documents are submitted, and if there is nothing more to be done on 12 September other than to close the inquiry, he indicated that he would close the inquiry by letter, thus avoiding the need for participants to attend on 12 September.

On 11 November, the Secretary of State for Transport announced that the inquiry into the Harbour Empowerment Order would commence on 25 February 2003, and the First Secretary of State announced that the inquiries into the planning appeal and the Transport and Works Act Order will also now start on that date.
