A purchase notice is served by a landowner on a local planning authority requiring them to purchase land where planning permission has been refused or granted conditionally, or a revocation, modification or discontinuance order has been served, or where listed building consent has been refused or granted conditionally and the landowner claims that the land is incapable of reasonable beneficial use. Where the authority refuses to accept a notice they are required to refer it to the First Secretary of State.
