Administrative Grades: Competence Framework

All administrative staff in the Inspectorate must - at a level appropriate to their grade:-

More senior staff also have to be able to manage projects.

Most recruitment to the Inspectorate's administrative grades is at AA/AO level. We have, therefore included on this site only the performance indicators for those grades. However, if you would like more information about the competences required of more senior staff, please e-mail us.

AA/AO competences and performance indicators

Competence cluster:   Management of work
Competence:   Setting and achieving objectives

  1. Asks for and agrees clear priorities and deadlines
  2. Shows flexibility when faced with changing priorities in new or changing circumstances
  3. Keeps up to date with routine tasks
  4. Understands how own work contributes to the objectives of the Branch and Division
  5. Asks questions to clarify priorities and determine the time and resources available to carry out tasks
  6. Focuses on the objectives and is not deterred by minor setbacks
  7. Pursues a task until it is completed properly with the agreed deadline
  8. Distinguishes between priorities and non-essential jobs
  9. Exercises judgement to strike the correct balance between quality and timeliness
  10. Takes responsibility for own work

Competence: Customer care

  1. Knows who the main customers for the service are, both inside and outside the Inspectorate
  2. Takes responsibility for a customer problem keeps them informed of progress and takes action to resolve the problem
  3. Firm but tactful in conveying the Inspectorate's position and knows how to say "no"
  4. Gives clear and accurate information and advice

Competence:   Using and managing information

  1. Either has, or is willing to learn basic computer skills
  2. Familiar with, and is prepared to use relevant software packages, or is willing to learn how to do so
  3. Knows what information is available on the office system and knows how to access it
  4. Understands how Information Systems can help achieve objectives
  5. Follows 'Best Practice' guidelines in the operation of office systems
  6. Knows what office equipment is available and uses it effectively
  7. Operates a clear consistent and secure file management system, both electronic and paper-based, including back-ups
  8. Maintains a regular and secure backup for all important data
  9. Uses electronic media rather than paper wherever possible
  10. Uses a photocopier and fax successfully
  11. Willing to learn and use new systems and software as and when they are introduced
  12. Seeks to develop own IS skills
  13. Locates and uses standard directories/reference material/manuals filing systems etc for electronic and paper-based systems
  14. Follows the relevant procedures/systems for organising, accessing and distributing information in electronic and paper formats
  15. Maintains accurate, up to date records
  16. Retrieves papers or information promptly
  17. Checks information for accuracy and consistency and takes appropriate corrective action
  18. Records telephone messages accurately and passes messages on promptly
  19. Understands and follows security procedures for storing and despatching classified material

  1. Makes effective use of own time
  2. Understands priorities and is aware of impact of own activities on others
  3. Economical in the use of Inspectorate resources
  4. Makes accurate numerical calculations
  5. Keeps detailed accurate and informative financial records where appropriate
  6. Aware of the environmental impact of using resources
  7. Manages own time to meet competing priorities
  8. Identifies and seeks guidance on managing conflicting priorities

  1. Actively participates in project groups or as member of Project Assurance Teams or User groups, where appropriate

  1. Open, honest and courteous in dealing with colleagues and readily offers information and assistance where necessary
  2. Listens to the views and opinions of colleagues
  3. Appreciates team goals, understands the work of immediate colleagues and is able and willing to cover for them when necessary
  4. Shares knowledge and experience with other team members
  5. Knows when work or personal issues need to be referred to the line manager
  6. Keeps line manager informed and alerts her/him to any potential problems
  7. Takes responsibility for own mistakes and is prepared to speak up if errors/discrepancies are spotted
  8. Develops and maintains good working relationships with other sections
  9. Patient but firm when dealing with difficult and demanding people

  5. Written work complies with the Inspectorate standards and layouts and is clearly and neatly presented
  6. Uses grammar, punctuation, and spelling accurately

Competence:   Understanding the role, structures, objectives and procedures of the Planning Inspectorate

  2. Understands the role and contribution of colleagues in the team, Branch and Division
  3. Keeps up to date with changes or developments in the Inspectorate which affect own business area
  4. Familiar with and uses basic Inspectorate procedures, for example on security and health and safety
  5. Understands and applies current Inspectorate financial procedures where appropriate
