Notes: - Competences are in bold. Performance criteria for achievement of each competency are listed below.

A. Personal Effectiveness

  1. Demonstrates integrity, honesty, fairness and openness
  2. Establishes and maintains a visible, respectable and approachable profile
  3. Demonstrates authority and self-confidence appropriately
  4. Possesses a calm, flexible approach and deals effectively with sudden unexpected events
  5. Takes control of a situation when appropriate
  6. Organises and manages people appropriately in inquiry, hearing and site visit situations
  7. Treats all colleagues, customers and contacts with courtesy and respect
  8. Demonstrates awareness of and commitment to the Inspectorate's equality statement in day-to-day dealings with all colleagues, customers and contacts

B. Decision Making and Judgement

  1. Demonstrates analytical and logical thought processes
  2. Analyses conflicting information and makes balanced, logical and timely decisions/recommendations
  3. Anticipates and resolves problems
  4. Exercises sound judgement in all decision-making
  5. Gathers adequate and appropriate information to inform decisions
  6. Acts decisively, having assessed the situation, context and potential outcomes

C. Expertise and Professional Competence

  1. Applies professional knowledge effectively to all activities
  2. Refers professional or specialist issues to others when necessary
  3. Maintains professional competence by keeping abreast of promulgated guidance, advice and technical developments
  4. Understands the national policy and legislative framework underpinning casework
  5. Where necessary, undertakes research on areas of specialist knowledge

D. Communication

  1. Able to concentrate and actively listen for prolonged periods
  2. Asks questions and clarifies appropriately
  3. Uses grammar, punctuation and spelling accurately
  4. Uses Plain English and explains technical matters in easily understood terms
  5. Able to précis and summarise detailed information clearly
  6. Leads and participates in discussions
  7. Speaks and writes concisely, logically and authoritatively
  8. Takes account of the views of others

E. Management of self

  1. Shows a willingness to learn new skills and different ways of working
  2. Responds positively to constructive feedback and welcomes opportunities to develop personal qualities
  3. Recognises and copes with stress
  4. Takes an active interest in own professional and personal development
  5. Well-organised with an ability to prioritise work and manage time efficiently
  6. Accepts responsibility for decisions and actions taken
  7. Self-reliant and willing to work alone in a variety of often isolated environments
  8. Able to deal with the physical demands of site visits and inquiry/hearing environments

F. Relationship to organisation

  1. Keeps up to date with procedures and other changes which affect own area of work
  2. Understands the purpose of targets and contribution field Inspectors need to make towards their achievement
  3. Understands own contribution to the Inspectorate's Vision and Objectives
  4. Understands the business planning process and contributes where appropriate
  5. Seeks to contribute to improving efficiency and value for money
  6. Operates an efficient and secure file management system
  7. Provides an active and constructive input to the headquarters organisation and at group and sub-group meetings/seminars
