Chief Executive's foreword

Last year was another challenging year for the Agency in which we succeeded in meeting our timeliness targets for written representations, hearings and inquiry cases. We also met our targets for development plan inquiries. We are in a good position to meet the targets for the coming year while maintaining the high quality of our decisions.
The Agency will be subject to the scrutiny of a quinquennial review this year by DETR and the National Assembly for Wales. The purpose of these reviews is to ensure that the functions we carry out are necessary and that they are being delivered in the most effective way. A range of options was considered in depth at our last review 5 years ago and the final report recommended that continued agency status represented the best approach to the management of our activities. Since then we have improved our performance further against tighter timeliness targets and we approach the next review with confidence but not complacency.
We face a period of ongoing change as we implement the initiatives arising from the Modernising Government Action plan, and in particular the 2005 target for electronic delivery of all services. We will continue to take forward our Information Systems (IS) Strategy to improve electronic communications internally and externally. Projects in the strategy include the connection of the Inspectorate to the Government Secure Intranet, electronic links between office-based staff and home-based staff, and the development of our Web site. We have put forward a bid under the Capital Modernisation Fund for the development of an e-commerce case-handling system which will in due course allow customers to make their appeals electronically.
The Inspectorate's continuing programme of modernisation will also be driven by the Government's reform of the Civil Service. As part of that broad programme we continue to value our staff and we are heavily committed to training and development to enable individuals to acquire the skills they need to help the Inspectorate meet its objectives and targets, in line with the Investors in People (IIP) principles. I am very pleased to confirm that we have been successful in gaining IIP re-accreditation following an independent assessment.
