The Inspectorate's performance against appeals targets is measured as the time taken to determine 80% of appeals in weeks. The targets for planning appeal work in Wales were to determine 80% of written representation cases within 17 weeks, hearings cases within 22 weeks and inquiry cases within 30 weeks. Chart 5 shows the 80% handling times by procedure type for Inspector cases over the last 5 years. On the same basis, performance on cases determined by the Secretary of State in 1999-2000 was 34 weeks for written representations and 60 weeks for inquiries.
