Inspector's Programming Meeting

A programming meeting was held at 10:30 am on Monday 19 January 2009 at the Hilton London Stansted Airport, Round Coppice Road, Stansted Airport, Essex, CM24 1SF.

The purpose of this meeting was to enable those parties who expect to play a major part in the inquiry to express their views on the draft inquiry programme which the Inspector expects to issue in early January to all those organisations and individuals who have indicated a wish to speak at the inquiry. The Inspector chaired the meeting.

The meeting was open to the public to attend as observers.

Following correspondence by the Highways Agency and SACC, the Inspector is minded to issue corrections to the Note of the programming meeting of 19 January, and an Advice Note on Surface Access. 

Item 3, Page 3, Para 2 should read:
The HA indicated that an announcement from the DfT on capacity enhancements of both the M11 and the West Anglia Main Line (WAML) was expected within the next few weeks, but that the precise timing would be in the hands of Ministers.

Item 3, Page 3, Para 4 should read:
The Councils and SACC were concerned about the potential abortive inquiry costs that might be incurred should a new owner not view the G2 proposals as meeting its requirements.

Inquiry programme

The Inspector has written to the Secretary of State setting out his recommendations on the inquiry programme.

The Secretary of State for Communities & Local Government, Hazel Blears, has decided to delay her formal announcement of the inquiry timetable for a short time. As a result, the inquiry will not start on 15 April, as was scheduled, and all deadlines for submission of evidence are suspended.

The Secretary of State has issued an open letter setting out her reasons for this approach.
